In a large pot, bring black-eyed peas and enough water to cover by 2 to 4 inches to a boil. Remove from heat, cover, and let stand for 1 hour. Drain and rinse. (Time: 1 hour)

Return the black-eyed peas to the pot. Add 3 cups of water, bay leaf, oregano, and thyme. Bring to a boil, then reduce heat to low, cover, and simmer for 40 minutes. Add rice, cover, and continue to simmer until the black-eyed peas and rice are tender, approximately 30 to 40 minutes more. (Time: 70-80 minutes)

While the peas and rice simmer, heat olive oil in a nonstick skillet over medium-high heat. Add onion and sauté until lightly browned, about 5 to 7 minutes. Add celery, bell peppers, and jalapeño; sauté for 5 minutes. Add garlic and sauté for 2 minutes more. (Time: 12-14 minutes)

Once the black-eyed peas and rice are tender, add the sautéed vegetable mixture, chopped tomatoes, parsley, salt, black pepper, and cayenne pepper to the pot. Stir well to combine. Cover and let sit for 5 to 10 minutes to allow the flavors to meld. (Time: 5-10 minutes)

Taste and adjust seasonings as needed before serving.

For a richer flavor, consider using vegetable broth instead of water.
If you don't have fresh parsley, dried parsley can be substituted, but use half the amount.
Adjust the amount of cayenne pepper to control the level of heat. A dash of your favorite hot sauce can also be added at the end.
For a smoky flavor, add a teaspoon of smoked paprika to the pot with the other spices.
To make this dish ahead of time, prepare as directed, let cool completely, and store in an airtight container in the refrigerator for up to 3 days. Reheat gently on the stovetop or in the microwave before serving.
